Richard E. Daniels, P.E., is a Civil Engineer with Bachelor and Master of Science degrees in Civil Engineering and over forty years of engineering experience.

Before joining Consulting Engineers & Scientists, Inc., Mr. Daniels was employed by PECO Energy, United Engineers & Constructors, and design engineering firms.  Mr. Daniels was responsible for civil and structural engineering, design, construction, maintenance, renovation, inspection and evaluation of steel, concrete, masonry, and wood structures.  His projects included new construction, modifications to in-service buildings and equipment, condition surveys, and demolition for commercial buildings, factories, nuclear and fossil power plants, group residential facilities, private homes, schools, parking garages, highways, and bridges.  Mr. Daniels also taught engineering mechanics and soil mechanics and worked in a soils-testing laboratory.  Mr. Daniels has been the design engineer liaison to the construction work force and the owner’s representative, which has enhanced his knowledge of design and construction processes.

At Consulting Engineers & Scientists, Inc., Mr. Daniels evaluates construction accidents and workplace safety, building and structural engineering failures and claims, and premises liability.  In the area of building and structural engineering failures, Mr. Daniels has evaluated total collapses; component failures; foundation settlement; scaffold, shelving and railing collapses; termite damage, and wet basements.  Mr. Daniels’ expertise includes analysis for compliance with codes and standards, including OSHA, ICC (BOCA), ANSI, ASTM, ACI, and AISC.  Mr. Daniels is a member of ASCE, ICC, ACI, AISC, and ASTM, as well as a member of ASTM Committee F-13 for Pedestrian/Walkway Safety and Footwear.
