CESI PRESENTER FOR NJAJ BOARDWALK SEMINAR 2012
Consulting Engineers & Scientists, Inc. expert, Richard C. Moakes, CEng was a presenter at an April 25, 2012 seminar titled “Collision Reconstruction Seminar” at the 2012 Boardwalk Seminar sponsored by the New Jersey Association of Justice. Mr. Moakes spoke on the topic “Boots on the Ground, Reconstruction Techniques for Investigators.”
While noting the variety of new technology available to attorneys and companies to collect and analyze data to reconstruct the accident, Mr. Moakes also noted the expense and skill that these computer-aided tools require. Not all cases or situations will be able to afford the costs of these cutting-edge tools.
In his presentation, Mr. Moakes discussed a variety of less-costly resources that he is developing that could greatly enhance the investigation of the analysis of the incident and the courtroom presentation of an accident reconstruction. These tools can be powerful in demonstrating what happened and why. He specifically reviewed 3-D models using free software and 3-D scene production using free topographic contour maps. While some cases may demand the use of more expensive computer-aided tools, not all cases will require that degree of sophistication.
At Consulting Engineers & Scientists, Inc., Mr. Moakes’ responsibilities include vehicular accident reconstruction (automobiles, trucks, buses, streetcars, etc.), airbag analysis, material handling, workplace layout, machine guarding, and industrial lift truck evaluation. He has evaluated accidents involving vehicles, pedestrians, and motorcycles and has investigated matters concerning golf carts, all-terrain vehicles, watercraft, and power and telecommunication cables.
